Actually the question doesn’t make much sense as posed. Although you didn’t define RMS, the presumption is that you mean “root mean square.” RMS, in this context certainly does exist, and it is a way to sum values of alternating sign, which would otherwise cancel each other out for a net of zero.

For example in a sound wave form, (high pressure front followed by a rarified tail), the net pressure is zero; however, the RMS for the wave front/tail will describe the mean pressure relative to the ambient pressure.
